Hello and welcome to the first State Support Snapshot! Our goal at the State Support Center (SSC) is to help state officials access the expertise and capacity they need to successfully deliver on their climate and clean energy goals.

We’re kicking off this periodic newsletter to share a selection of updates and favorite resources for states and technical assistance partners. Here’s some of the latest tools we’re turning to:

1. Direct Pay —Our friends at Lawyers for Good Government (L4GG) have summarized key takeaways from final regulations published earlier this month on direct pay of clean energy tax credits. With final regs in hand, it’s a great time to check out the financial model that Center for Public Enterprise created to help public developers understand the financial impact of public ownership of clean energy projects.

2. Home Energy Rebates — We have convened a cohort of groups focused on making the DOE Home Energy Rebate programs a success. Please see this memo for an overview of ways our network can assist states.

3. CPRG Forty five states submitted Priority Climate Action Plans (PCAPs) to EPA under the Climate Pollution Reduction Grant program in time for the March 1 deadline. We are now working alongside state partners in red, blue and purple states in every region of the country to assist with coalition applications that are due on April 1.

4. Greenhouse Gas Reduction Fund — We expect to know the winners of parts of the $27 billion GGRF program as soon as this week. We recommend preparing yourself for the announcement by reading this great report from the Clean Energy States Alliance (CESA) on states’ Solar for All proposals, and this SSC memo on how states can work with non-profit green finance awardees from the GGRF’s National Clean Investment Fund and Clean Communities Investment Accelerator competitions.

5. Key IRA/IIJA state programs 2024 timeline  – It’s not fancy, but we created this timeline of key deadlines for state IRA & IIJA clean energy programs for our own use. We figured it might be useful to you, too, so we decided to share it.
